Lotteries in Laos are often accused of rigging the system to avoid large pay-outs. For example, a winning number such as 09, associated with the buffalo, which is seen as a lucky symbol in Lao culture, will suddenly disappear from purchased tickets, and may be replaced by a number deemed less desirable by officials. In a case in October of this year, the number 509 was not available for purchase during the entire day of the national lottery drawing, and only appeared as a number 5 on the winning ticket, a source told RFA’s Lao service.

Another issue is that private business interests have a stake in the lottery and are often involved in the management of the company. This has led to suspicions of corruption and nepotism.

The alleged corruption and other problems with the national lottery have drawn criticism from international observers. They have urged the government to take back control of the lottery and ensure its honesty. In addition, the number of drawings should be reduced to one per week to make it easier for people to track results and stop any shenanigans. The steering committee, however, has dismissed these calls. Vilasack Phommaluck, who heads the committee, said that it was not his responsibility to monitor behavior by lottery companies or the individual lotteries. He added that the committee would consider reducing the number of drawings, but this was only a suggestion and had not been decided upon yet.
