For example, the winning number of the Oct. 14 drawing was 5, but that number was not displayed on tickets sold throughout the day, one source told RFA’s Lao Service.

In Canada, lotteries are legal unless they violate federal or provincial law. For example, in 1967 Montreal mayor Jean Drapeau, seeking to recoup some of the money spent on the World’s Fair and subway system, offered a $2 “voluntary tax” that required participants to answer four questions about the city. This tax was later ruled to be illegal, but the Montreal council voted to appeal the decision to Quebec’s Supreme Court.
