For example, the winning number of the Oct. 14 drawing was listed as 134, but then changed to 662 only 10 minutes before the draw took place. This happens regularly, a source in the capital city of Vientiane told RFA on condition of anonymity. The alleged manipulation has frustrated many participants who had hoped to win substantial rewards. But the lottery is still popular in Laos, where many have little or no other means of income.
