In a recent example, the number 509 appeared only as five on tickets sold throughout the day of a drawing on Oct. 14, only to appear as 134 10 minutes before the scheduled drawing, a source told RFA on condition of anonymity.

Business interests with connections to the ruling elite control much of the lottery’s work, the source said. The company that operates the lottery has a contract with the government for a fee of only one dollar a year, the source added. The money is paid to businesses run by family members of Lao political leaders and the prime minister, including former prime minister Thongsing and former president Khamtay Siphandone. The businesses are not transparent about how much they pay the state to manage the lottery.
