In addition to these, there are a few provincial and territorial lottery commissions that operate smaller regional lotteries.

In Laos, the national lottery is privately run by business interests with ties to the ruling elite. A caller to RFA who requested anonymity said that the businesses responsible for the lottery pay the government an annual fee and are not inspected by officials. They are able to sell tickets for up to 100 billion kip per year, the caller added. The caller hoped that the government would regain control of the lottery, which should be managed by the nation’s leaders. The current president, Thongsing, is one such leader. Other members of the ruling elite, such as Khamtay Siphandone, are former prime ministers.
