The lottery is a form of gambling in which players try to win a prize by matching a series of numbers. The prize can be cash or goods. The odds of winning vary depending on the number of tickets sold and the number of prizes available. In many countries, lotteries are regulated by government authorities. In others, they are deregulated and operated by private businesses. The prize amounts can be very large, especially in the case of a national lottery.

Government officials in the communist country of Laos are rigging the state lottery and manipulating winning numbers, sources say. Drawings are often rigged to avoid large pay-outs, they add. Those responsible for the lottery include people with connections to the nation’s ruling elite, including the families of former prime minister Thongsing and former president Khamtay Siphandone. Those who have a stake in the lottery’s work are not transparent about how much they charge the Lao government for their services, and no one inspects them, RFA’s Ounkeo Souksavanh reports.
Until 1967, buying a lottery ticket in Canada was illegal, but that year the federal Liberal government introduced a special law called the Omnibus Bill, intended to bring up-to-date a series of obsolete laws. It was sponsored by Pierre Trudeau’s minister of justice, and included a change to the law concerning lotteries.
Today Canada has four nationwide lotteries: Lotto 6/49, Lotto Max (which replaced Lotto Super 7 in September 2009), Daily Grand, and Millionaire Life. The lottery games are operated by the Interprovincial Lottery Corporation, which is a consortium of the five regional lottery commissions owned by their respective provincial and territorial governments: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, Newfoundland and Labrador), Ontario Lottery and Gaming Corporation (Ontario), Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Northwest Territories, Yukon), and British Columbia Lottery Corporation (British Columbia).
A ticket is purchased for CAD$ 2.00 and a player chooses one of nine numbers from a draw that includes the last three digits of the first prize, the last two digits of the first prize, or any combination of these. The lottery’s top prize is CAN$ 100,000. A player must be present to win.
Huong and her partner Manh make a living by selling lottery tickets to passersby on the streets of Saigon. On good days they sell 250 tickets and make a profit of around US-$ 11 per ticket. Their day starts at 5 am with a breakfast of rice and vegetables soup, followed by a heavy 16-hour shift on the street. Afterward, they go home for a rest before hitting the streets again. They do this eight days a week. It is hard work but it is the only way they can support their children. The profits they earn are not enough to live comfortably, but they make do with what they have.
