Officials have also promised to crack down on informal football lotteries and lottery chances sold via short messaging services, which were causing much of the chaos in the first place. The directive also requires that all lottery transactions be made at authorized retail outlets and that lottery winnings are paid out only in cash. In addition, the government will investigate reports of lottery ticket fraud and corruption. The ministry is also expected to establish a commission to review the operation of the lottery. The commission will have the power to impose fines and ban lottery participants who violate the rules. The commission will also be able to monitor and verify the integrity of lottery officials.
