In Laos, official lottery officials rig the game to avoid large payouts, sources in the communist country tell RFA’s Lao service. Drawings often show numbers that vanish from purchased tickets, or appear to be unlucky and unlikely to be chosen, such as the number 509 in this year’s drawing on Oct. 14. This number appeared only as a 5 on tickets sold throughout the day of the drawing, and changed only 10 minutes before the drawing was to take place, a source said.

Illegal online lotteries are booming in Laos, with some offering several lucky draws in one day, the finance minister told parliament recently. Legislators have asked the ministry to invest in a system to trace those involved in these illegal operations, and Finance Minister Bounchom Ubonpaseuth assured lawmakers that authorities are working on this issue.

New Zealand has a national lottery, run by an independent Crown entity called Lotto New Zealand. All profits are distributed to charities and community groups through the Lottery Grants Board. The government does not impose any taxes on the winnings. This is in contrast to some other countries, including Australia, where lottery winnings are taxed at a flat rate of 30 percent. Nevertheless, New Zealand remains an attractive location for foreign lottery operators. Aside from being tax-free, there are other advantages of a New Zealand lottery: it is well-regulated, and its rules are consistent with international standards. In addition, the New Zealand lottery has a reputation for being fair and transparent. This is important because it helps to attract foreign players, which will in turn boost the economy.
