Lotteries are games of chance where numbers are drawn at random to determine the winner. The prizes can range from small amounts of money to goods and services. Some lotteries are operated by state governments and others are private. Typically, the money raised from lotteries is used to fund public programs such as education and infrastructure projects. The lottery is also a source of funding for the arts, sports, and medical research. In the United States, the legality of lotteries depends on state laws.
In Canada, the federal Liberal government introduced a special law (an Omnibus Bill) in 1967 to bring up-to-date a number of obsolete laws, including those concerning lotteries. In the same year, Pierre Trudeau’s minister of justice sponsored an amendment allowing provincial governments to operate their own lotteries. Today, Canada has four nationwide lotteries: Lotto 6/49, Lotto Max, Daily Grand and Millionaire Life. The games are administered by the Interprovincial Lottery Corporation, a consortium of five regional lotteries owned by their respective provinces/territories: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island and Newfoundland), Loto-Québec (Quebec), Ontario Lottery and Gaming Corporation (Ontario) and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta and British Columbia).
Lao state officials are rigging the country’s legal state lottery system to avoid large pay-outs, sources in the communist nation say. Drawings often show numbers that are already in use on purchased tickets, or are deemed unlucky and unlikely to be chosen, they say. On Oct. 14, the winning number 509 appeared only as 134 on tickets sold throughout the day of the drawing, and changed to 662 just an hour before it was scheduled to be announced, the source told RFA’s Lao Service.
The government has recently directed the Ministry of Finance, which oversees the state lottery, to improve its operation. The directive said that the number of drawings would be reduced to one a week, and that the handling of winnings must be more transparent. It also ordered that informal football lotteries and lottery chances purchased via short messaging services be shut down. Speaking on condition of anonymity, a Lao deputy finance minister said the business interests responsible for running the lottery include members of the ruling elite. He added that the government hopes to resume control of the lottery in the future. The office of Prime Minister Thongloun Sisoulith has yet to respond to requests for comment from RFA.
