Lottery games are a popular form of gambling worldwide. Many governments regulate them and tax their winnings. Others do not. The first lottery was a state-regulated game of chance in China in the Qing Dynasty, although it has since evolved into a number of other types of gambling, including keno and video lottery terminals (VLTs).
The legal status of lotteries is complicated. In many countries, they are considered gambling activities but there are exceptions. In the US, for example, people are allowed to play a variety of lottery-style games online for free or for a fee, and in some cases for cash prizes. However, many states still prohibit their operation.
Laos’ national lottery draws are often rigged, with numbers that disappear or appear only on a small portion of purchased tickets, sources in the communist country tell RFA. One such incident occurred on Oct. 14 when a number 134 appeared only as 5 on tickets sold throughout the day of the drawing. This was despite the fact that this number is associated with buffalo, a symbol of luck in Laos, the source said.
Some local businesses that sell the tickets, called saibum, are run by relatives of Lao political leaders and members of the ruling elite. This gives the companies an advantage over other competitors, according to a Lao official with close ties to government officials who spoke to RFA’s Lao Service on condition of anonymity. The official complained that the government needs to regain control of the national lottery, and that private business interests should not be responsible for its operations.
In addition to the saibum, there are illegal lottery websites that sell tickets from foreign countries, even though Laos has its own legal lottery. The minister of finance says the government is working to regulate these illegal operations and prevent them from becoming a problem for the public.
A lottery-style game that is played over the Internet is known as an e-lottery. It consists of a website that allows players to purchase tickets online and then enter their numbers in the draw. The website’s server processes the entries and displays the results after the drawing has taken place. In order to participate in an e-lottery, a player must register at the site and enter their personal details and contact information.
The first e-lottery was launched in 1995 by the International Lottery in Liechtenstein Foundation, which pioneered the Web’s earliest forms of online gaming. The foundation now operates multiple sites referred to as the ILLF brands, and its proceeds support charitable projects domestically and internationally. The e-lottery is available in most European and South American countries, as well as the United States. It also operates a lottery-style website in the Philippines. Players can play a wide range of different games, from classics like the Lotto and Powerball to instant scratch-off cards. The e-lottery industry is growing rapidly, and its popularity has helped increase the demand for computer hardware to handle large volumes of transactions.
