Lao state officials and business interests are rigging the national lottery by manipulating winning numbers, RFA’s Lao Service has learned. Drawings often show numbers that appear on tickets sold throughout the day before a scheduled drawing, but then vanish before the draw. A number 509, for instance, was shown on tickets during the Oct. 14 drawing, but appeared only as a five shortly before the drawn number was announced. This is not the first time such a manipulation has taken place, sources say.
