The National Lottery is not without controversy, however. Its business model has been criticized for its high costs and low returns, as well as its lack of transparency and accountability to the public. Moreover, the company has been accused of engaging in illegal activities and of being too closely tied to government officials.

While the official profits from the company’s state-licensed lottery business are relatively modest, its online operations are generating large revenue. These revenues have helped the company to expand into other types of gambling, including casinos and sports betting. However, some critics have called for the company to improve its record-keeping practices and disclosures to the public.

Despite the fact that the National Lottery is not as popular as it once was, it continues to be a big part of life in Laos, especially for poor people. In many cases, the money they make from selling tickets is the only income they have to support their families. Many lottery ticket sellers even choose to sell tickets over the socially detested act of begging. On good days, a lottery seller can make up to 230 000 VN-Dong, or 10 US-Dollars.

In the communist country of Laos, lottery officials have been accused of rigging the system by manipulating winning numbers to avoid paying out large jackpots. In one instance on Oct. 14 this year, the number 509 disappeared from purchased tickets after the drawing was announced, a source told RFA’s Lao Service. The same number was later changed to 134, just an hour before the drawing was scheduled to take place. In response to the allegations, a Lao deputy finance minister has promised that state lottery operations will be regulated. However, he declined to comment on the specific allegations. Currently, the government owns only a minority stake in the company. The remaining ownership is held by Lao investors and local businesses.
