Lotteries are government-controlled games of chance that award prizes to players. A prize may be cash, goods, or services. Prizes are usually distributed through the sale of tickets, although some prizes are given away through other means such as television and radio contests or free draws. Lotteries are a popular form of gambling and have been used for centuries to raise money for various public purposes. Lottery tickets are sold in many countries and are often used to fund community projects.

Lottery winnings are not taxed in New Zealand. The New Zealand government operates the national lottery through an autonomous Crown entity, Lotto New Zealand, which in turn distributes a portion of its profits to charities and community organizations. Other statutory agencies such as Sport and Recreation New Zealand, Creative New Zealand and the New Zealand Film Commission also receive allocations from the Lottery Grants Board.

In Laos, the state-run Lottery Enterprise sells local and foreign lotteries and is responsible for regulating and overseeing legal lotteries. But there is also a black market for illegally imported lotteries, according to the ministry’s lawmaker Bounchom Aotsukei. He says the number of people playing the illegal lotteries has tripled, putting the state’s revenue from legal lottery sales at only 20 billion kip per year. This is less than half the amount the state earned from legal lotteries just two years ago. The enterprise formerly issued a lottery four times a week, including the scratch lottery that requires buyers to remove an adhesive layer to see the number. The enterprises recently decided to reduce the number of lotteries to twice a week and end the scratch lottery after it was criticized for encouraging addiction to gambling.

Officials in the communist nation of Laos are rigging the lottery system, making it difficult for people to win large sums of money, sources in Vientiane tell RFA’s Lao Service. They say the numbers for the national lottery drawing often disappear from purchased tickets, or are recoded as unlucky numbers such as 09, which appeared only as 5 on the Oct. 14 drawing despite the fact that thousands of people sought to buy tickets with this number. The number also disappeared from the lottery website for a day and was restored only 10 minutes before the drawing, the source said.

In Canada, the nation’s four provincial lotteries are administered by the Interprovincial Lottery Corporation, a consortium of the Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, and Newfoundland), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Northwest Territories, Yukon, and Nunavut). In the United States, state governments run their own lotteries and some offer multistate lotteries. Private companies can operate lottery games in some countries, but they must be licensed and regulated by the government. Generally, lottery games are not permitted in prisons or in the military. They are not recommended for young children, who are more likely to become addicted to gambling.
