Lotteries are government-sponsored games in which players try to match a series of numbers. The prize money is usually large and is distributed to winners by means of a draw. Some lotteries are operated by state or provincial governments while others are run by private companies. The Maryland Lottery is a good example of a state-run lottery. There are also some privately run lotteries, including the Florida Lottery, which is a member of the Multi-State Lottery Association.

Aside from the traditional state-run lotteries, some countries have national games. The United States, for example, has the National Lottery and several other lottery games. In Canada, there are four nationwide lotteries: Lotto 6/49, Lotto Max, Daily Grand and Millionaire Life. These are operated by the Interprovincial Lottery Corporation, a group of provincial/territorial lottery commissions: Atlantic Lottery (New Brunswick, Nova Scotia, Prince Edward Island, Newfoundland and Labrador), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario) and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Northwest Territories and Nunavut).

The number 67 was picked four times in four consecutive months this year in the Lao national lottery drawing, prompting suspicions about the honesty of the game. The number 67 is commonly associated with the cat, which is considered a lucky animal in Laos. Many people purchase tickets containing that number in hopes of winning the top prize of millions of dollars.

Officials in the communist country have dismissed accusations of rigging the lottery, but local residents say they are losing faith in the system. Drawings in the national lottery, which is held three times a week, sometimes show numbers that have disappeared from purchased tickets or that are deemed unlucky by players. For example, the winning number 509 in the Oct. 14 drawing appeared as only a five on purchased tickets throughout the day of the drawing, a Vientiane resident told RFA’s Lao Service.

In addition, some of the lottery prizes are awarded in the form of silver bars, rather than cash. Lottery officials argue that this is to prevent theft and to make the lottery more fun for everyone. Others criticize the lottery as an expensive and inefficient way to raise revenue for the city.

Nevertheless, the lottery remains one of the most popular games in Laos. Many people earn a living by selling lottery tickets at local stores. One woman, Huong, sells 250 tickets per day and makes a profit of about US-$11. Her husband Manh accompanies her for the entire 16-hour shift. They start their day at 5 am and have a small breakfast before hitting the streets. They spend the rest of their time in the hot sun, chatting with their customers and trying to keep up with demand. The couple makes enough money to support their two children and pay for school supplies. In addition, they help their neighbors and family members with household chores. Their life is full of hardships, but they haven’t given up hope.
