Lottery games are games of chance wherein players try to win a prize. Generally the prizes are cash, goods or services. These games are usually regulated by state governments or by private entities that have received a license to operate. Instant lottery tickets, also known as scratch cards, were introduced in the 1970s and have since become a substantial part of US lottery revenue.
In the communist country of Laos, government officials are accused of rigging the state lottery system in order to avoid large pay-outs. Drawings often show numbers that vanish from purchased tickets or are deemed unlucky and therefore unlikely to be chosen. For example, the winning number in the Oct. 14 drawing was 509, but that number was nowhere to be seen on tickets sold throughout the day of the drawing. The number then magically appeared as 5 on the winning ticket only an hour before the drawing, a source told RFA’s Lao Service.
While gambling is illegal in the country of Laos, a significant portion of the state’s income is generated by its three land-based casinos. It is estimated that Laos makes a profit of over $600 million from these sites each year. In addition, numerous offshore online casinos accept players from the country. This allows people to play the most popular casino games without worrying about being caught. The proceeds from these casinos are then distributed by the Lottery Grants Board to various community and sporting organizations.
