Many of these lotteries were modeled after church raffles in Italy and France. Private lotteries ceased to be legal in the United States in 1889, but they were reinstated in 1902. The state-run Louisiana Lottery was established in 1902 and continues to operate today.
Currently, there are four nationwide lotteries in Canada: Lotto 6/49, Lotto Max (which replaced Lotto Super 7 in September 2009), Daily Grand and Millionaire Life. The lottery is administered by the Interprovincial Lottery Corporation, which consists of the Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island and Newfoundland and Labrador), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario) and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Yukon, Northwest Territories, Nunavut).
The lottery is not without controversy. In 1968 Montreal mayor Jean Drapeau attempted to raise money for the World’s Fair and subway system by offering a $2.00 “voluntary tax”. The federal minister of justice argued that this was a lottery, but Drapeau defended it by pointing out that silver bars were not a traditional prize in the city and by insisting that players could choose their own numbers. The federal court eventually ruled that the tax was illegal, but the monthly draws continued without interruption.
