Earlier this month, a Laos immigrant won the Powerball lottery in Oregon, worth $1.3 billion. Cheng Saephan, 46, wore a sash at a news conference identifying him as an Iu Mien, a southeast Asian ethnic group that has roots in southern China and whose members fled to Thailand during the Vietnam War before moving to the United States. Saephan said he plans to split the money with his wife and a friend who chipped in $100 for their shared ticket. He vowed to help family and friends and support charitable projects.

However, some people complain that the country’s national lottery is rigged. The drawings, which take place three times a week, often show numbers that vanish from purchased tickets or are deemed unlucky by the winners, sources tell RFA’s Lao Service. The winning number 509, for example, appeared as only the digit 5 on tickets sold throughout the day of Oct. 14 this year.

In Canada, the national lottery is operated by a consortium of five regional lotteries that are owned by their respective provincial and territorial governments. These include the Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, Newfoundland and Labrador), the Loto-Quebec Corporation (Quebec), the Ontario Lottery and Gaming Corporation (Ontario), and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Northwest Territories, Yukon) and the British Columbia Lottery Corporation (British Columbia). The Canadian Liberal government has introduced a bill to update outdated lottery laws.
