Lotteries are government-sponsored games that award prizes based on random drawing. They are generally run by a provincial or territorial government. Some governments also operate national or international lotteries. Some countries have state-run national lotteries while others allow private companies to sell lottery tickets in their jurisdictions. In Canada, lotteries were illegal until 1967 when a federal Liberal government introduced an Omnibus Bill that sought to update obsolete laws. Montreal Mayor Jean Drapeau, attempting to recover the money spent on the World’s Fair and a subway system, announced a “voluntary tax” that would allow players to participate in a lottery for silver bars. There were some concerns about the legality of this “tax,” but it went ahead and attracted players from across Canada and the world.

In Laos, a country where gambling is illegal in most areas, people earn a living by selling lottery chances purchased over the phone using short messaging service. But lottery officials are accused of rigging the games by manipulating winning numbers to avoid large pay-outs. RFA’s Lao Service recently spoke to a lottery official in Vientiane who accused the ministry of trying to conceal problems by altering results. For example, the winning number for a drawing on Oct. 14 this year was 509, but it suddenly changed to 662 on ticket buyers’ computers. The number was reportedly changed to avoid the public outcry that could have followed a payout of millions of dollars. The official told RFA that the alleged manipulation has sparked an outrage among lottery buyers. He said that it is time for the ministry to change the way it conducts the national lottery. He also said that the government should close down informal football lottery groups and limit the sale of lottery tickets over the phone.
