In communist Laos, where gambling is illegal, lottery officials are rigging the system in order to avoid large pay-outs, sources in Vientiane told RFA’s Lao Service. Drawings in the national lottery, which are held three times a week, often show numbers that disappear from purchased tickets or that are considered unlucky. For example, the number 509 appeared only as five on tickets sold throughout the day of the Oct. 14 draw. “The private business interests that run the lottery should be removed because they are not being responsible,” a source said.
BCorp, a Malaysian-based company with a business relationship with Vietnam’s state-owned firm, Berjaya Gia Thinh (Berjaya Sports Toto), has been accused of bribing the Hanoi investment and planning department to get the exclusive lottery project. It is not known how much money BCorp will invest or how long the contract will be in place. The agreement between BToto and BCorp stipulates that the latter will provide the technology, equipment software, computerized lottery system and distribution network in Vietnam.
The Vietnamese company has set up 800 points of sales across districts and communes in Hanoi, earning over VND50 billion within its first month of operation. This has given a big boost to the local lottery market, which is worth more than $3 billion. But it is not yet clear if the local businesses will be able to compete with foreign investors for the multi-billion dollar industry.
