Thousands of Laos rely on feline numbers in the national lottery to bring them luck but after the number 509 appeared in the winning numbers of the lotto thrice this year questions are being raised about the honesty of the game. A lottery salesman who spoke to RFA’s Lao Service on condition of anonymity said Thailand’s Insee Trading Company that runs the lotto knows the numbers people choose which allows it to manipulate the results by blocking or selling certain numbers. The company has denied the allegation.
Laos does not have a single state-run gambling corporation but instead distributes the proceeds of its national lotteries directly to local government agencies and charitable organizations. The New Zealand government imposes a tax on lotteries that is distributed by the Lottery Grants Board to a number of statutory bodies including Sport and Recreation New Zealand, Creative New Zealand, the New Zealand Film Commission, and the New Zealand Health Lottery.
