It is not enough to meet her daily needs but it is better than begging in the street, which is a socially detested activity.
In Canada, until 1967 buying a ticket on the Irish Sweepstakes was illegal. That year the federal Liberal government introduced a special law (an Omnibus Bill) to bring up-to-date a number of obsolete laws, including an amendment concerning lotteries. The amendment permitted the Montreal mayor, Jean Drapeau, to introduce a “voluntary tax” where a $2.00 donation would allow a lottery participant to answer four questions about Montreal during a draw for a prize of silver bars. This was not a true lottery because it did not involve a random selection of participants and did not have a fixed prize. Nevertheless, Drapeau’s lottery became the model for many future Canadian lotteries. Today, Canada has four nationwide lotteries: Lotto 6/49, Lotto Max (which replaced Lotto Super 7 in September 2009), Daily Grand and Millionaire Life. In addition to these, there are a number of regional and provincial/territorial lotteries.
