How to Protect Yourself When Playing the Lottery Online

The history of the lottery began in the 18th century, when the royal court was involved in a struggle with the church over the right to hold lotteries. The lottery was initially banned, but reintroduced in 1824 with the help of King Louis XIV. During the 19th century, the lottery became a huge business, and there was a big struggle between the monarchy and the church over who could control it. In the late 1960s, the government changed the law to allow provincial governments to operate their own lottery systems. This did not stop the flow of money, however, and the lottery industry soon grew to be extremely profitable.

Currently, the lottery is regulated at both the federal and provincial levels. In Canada, the lottery is governed by the Interprovincial Lottery Corporation (ILC), a group of provincial and territorial lottery commissions that are owned by their respective governments: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Newfoundland and Labrador, Prince Edward Island), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Manitoba, Yukon, Northwest Territories, Nunavut). The ILC also pioneered Internet gaming and is one of the first companies to process an online lottery transaction.

Lottery games are a big part of Laos’ culture, but questions have been raised about the fairness of the national lottery. Drawings are often rigged by lottery officials who manipulate numbers to avoid large pay-outs, sources in the Southeast Asian nation told RFA’s Lao Service. For example, the winning number in the Oct. 14 drawing was 509, but the number disappeared from tickets sold throughout the day.

Some players also raise concerns about the weight of lottery balls, saying that heaviest balls fall faster than lighter ones. But Vilasack Phommaluck, a Finance Ministry official serving on the committee that oversees the lottery, dismissed those claims as untrue.

The Lao lottery is a big deal, and despite questions about the legitimacy of the game, the number of people who play it is very high. It is not as popular as the American or Australian national lotteries, but it still holds a place in the gambling psyche of the country. On Aug. 17, the office of Prime Minister Thongloun Sisoulith sent a directive to the Ministry of Finance to reduce state lottery drawings from two to one a week and to handle winnings more transparently. This is a good step in the right direction, but more needs to be done to restore public confidence in the lottery.
