This number is a symbol of the feline, called the Felis catus in Laos, and players had sought to place it on their tickets.

A source from a business that runs the lottery in Laos told RFA that the company knows which numbers people select and can then manipulate the results. Several people with connections to the country’s ruling elite own stakes in the business.

Vilasack Phommaluck, a Finance Ministry official who serves on the committee that oversees the lottery, dismissed the allegations as unfounded. He said the committee double checked the lottery balls. The source from the business, who requested anonymity, said the weight of the balls could affect how they bounce and fall into the hole during a random drawing.
