Laos lottery is one of the most beloved ways for people to try their luck, while supporting government. In fact, lottery revenues make up a considerable proportion of Laos’ budget. But this system has its problems; various lottery players have reported winning numbers are being altered; though officials deny this claim; there’s no definitive proof either way of this speculation.

Lotteries in Laos are overseen by the Ministry of Finance; however, illegal operators continue to sell lottery tickets online or over the phone; many offering multiple lucky draws each day. The Ministry is working towards shutting down these illegal operations.

Laos offers several forms of lotteries, such as the national lottery, regional lotteries and special lotteries for sports and public service projects. There are also private lotteries run by international companies or independently run. Furthermore, Laos hosts its weekly national lottery with cash prizes awarded weekly.

Laos national lottery is the country’s primary source of revenue, accounting for an estimated 80% of total lottery sales. Unfortunately, its business model can lead to corruption: some state enterprises have been accused of manufacturing numbers to attract consumers, with Insee Trading Company, a subsidiary of State Enterprise Lottery Development often being at the centre of these accusations.

Laos offers more than the lottery, however. Casinos are legal but must be located within Special Economic Zones that have been leased out by the government in order to boost foreign trade. There are currently three casinos operating legally within Laos that provide games like roulette, poker and blackjack; however online gambling is illegal here.

Even though Laos Lottery may be relatively small in comparison with Thai Lottery, it remains extremely popular. Indeed, it is the most beloved form of gambling here. Playing it offers great chances to make some extra cash quickly while being relatively straightforward and user-friendly – prizes tend to be generous with increased winning chances compared to Thai Lottery!

This talk explores the social, political and moral history of lotteries in Laos since 1975. It examines how the state rationalized lotteries as an economic activity consistent with socialist goals as well as its mechanics of play. Furthermore, we will discuss how playing the lottery changed for ordinary citizens; specifically how informal football lotteries and lottery chances purchased via short messaging services altered its nature of play in Laos.
