Laos Lottery, locally known as Slak Phattana or simply the lottery, is one of the most beloved forms of gambling in Laos. While not as well-known as Thai Lottery, its popularity has steadily risen over time. Each week the national lottery draws, offering players exciting numbers and prizes while supporting Laos as an economy.
Even with its apparent success, however, Lao state lottery officials are coming under increased scrutiny. Officials have been accused of manipulating drawings in order to reduce large payouts; sometimes results seem to change during the process; for example on Oct 14 the number 67 showed as 134 on tickets sold throughout the day but suddenly changed into 5 an hour before its drawing (as per RFA Lao Service source).
Some have also raised questions about the organization’s independence, suggesting it may be under influence by ruling elite, with business interests associated with government members having stakes in the lottery. Vilasack Phommaluck, who oversees this lottery game, denied these allegations while suggesting changes may be implemented to restore trust in it.
Sila Viengkeo, deputy finance minister and state lottery supervisor in Sihanoukville, commented on how strict implementation of this directive will deal a “blow” to private lottery businesses. Along with cutting the frequency from three times weekly to once per week and decreasing prize values to increase chances of success in winning, the government plans on also decreasing prizes significantly to increase chances.
However, a provincial lawmaker has warned that such action could lead to the closure of local lottery businesses as a consequence. He believes the state lottery isn’t transparent enough, prompting him to also call for a review of gambling laws across the nation.
Laos offers many ways to participate in its lottery, from online to retail outlets and state-owned Lao Lottery Development Corporation which accounts for 80% of national sales; other private lotteries like Insee Trading Company which has become increasingly popular are also offered.
There are multiple methods available to purchase tickets in Laos ranging from kiosks and online retailers to phone purchases and via the mail. Money changers also provide money transfer services and advance cash on credit cards quickly – these outlets can issue both U.S. dollars and Lao kip quickly; most major cities and towns across Laos feature them. Travelers may also purchase lottery tickets directly from hotel staff or locals (in Luang Prabang most hotels and guesthouses sell lottery tickets); it would also be prudent to inquire whether their accommodation providers have local connections that will ensure them obtaining the best prices when purchasing lottery tickets from them.
