While a number of changes have been made to the lottery in response to earlier concerns, some have raised doubts as to the integrity of the game itself. Vilasack Phommaluck, a finance ministry official who serves on the lottery steering committee, told RFA that he is aware of some of these problems and that changes are being considered to help restore faith in the lottery. Among them, he said, is reducing the number of drawings from three times to once a week.
Another concern is the weight of the lottery balls. A Vientiane resident who follows the lottery says she has noticed that some of the balls are heavier than others. She believes that the heaviest ball will fall down faster than the other ones and that this can be used to manipulate the results of the draw.
It is important to note that the lottery ticket must be presented at the Retailer where it was originally purchased in order for the prize to be claimed. It is void if stolen, unissued, mutilated, illegible, or altered in any way. It must also be presented for the prize within six months/one year from the date of the draw. In addition, the player must be 16/18/21 years of age or older to purchase a lottery ticket and claim a prize.
