The communist government of Laos is rigging the national lottery to avoid large pay-outs, sources tell RFA’s Lao Service. Drawings are often marred by omissions and irregularities, including disappearing winning numbers. One example occurred on Oct. 14 this year, when the number 09 appeared as a random number on purchased tickets throughout the day of the drawing but then changed to 5 minutes before the drawing was broadcast.

Although gambling is officially illegal in Laos, there are special economic zones where it is permitted and some land-based casinos operate in the capital city. Online gambling, however, is still illegal in the country. Nonetheless, Laos residents can play at offshore online casinos without risk of prosecution.

As a member of the World Lottery Association, the Laos Lottery has a responsibility to promote responsible gaming. The organization works with governments, non-governmental organizations, regulators, researchers and public health professionals to share information about the impact of gambling and to develop strategies for its control.
