Currently, the privatized company managing the lottery is owned by people close to the country’s leadership. It has not yet been disclosed how much this company pays the government annually for its concession to run the lottery. In Canada, buying a lottery ticket was illegal until 1967, when the federal Liberal government introduced a special law (an Omnibus Bill) to bring the country’s outdated laws up to date. In addition to this, the government inserted an amendment making it legal to purchase lottery tickets.
