Those found violating the law could face fines or even arrest. The government’s move comes after a series of complaints from the public that the state lottery is not transparent and that some individuals are abusing the system to make quick profits. The alleged violations of the law are based on reports of illegal gambling syndicates, bogus lottery agents, and the exploitation of children and elderly people, according to state media.

Although gambling in Laos is generally considered illegal, it is permitted in some Special Economic Zones which have been leased by the government to boost foreign trade. It is also possible to play at online casinos that accept players from the country.

For Huong and Manh, the daily routine of selling lottery tickets is a grind. Their 16-hour shift begins at 5 am, when they have a light breakfast of rice and vegetable soup before hitting the streets. On a good day they sell 250 tickets, earning them about 11 US-dollars. A bad day means they sell only 180, and their profit drops to about eight US-dollars.

Private business interests shouldn’t be responsible for running a national lottery, because their drawings can’t be trusted,” said a ministry official who did not want to be identified because of his position. “Public confidence is very important for the success of any national lottery,” he added. In fact, it is a major factor in the popularity of American lotteries. The United States holds a number of patents for new types of lotteries, which are still being used today in the form of prepaid phone cards and credit-card lottery games.
