The lottery is a popular form of gambling that involves the drawing of numbers for a prize. It is operated by state, provincial, territorial, and municipal governments, and in some cases by private companies. Despite its popularity, the legality of lottery games is a matter of controversy in many jurisdictions. In the United States, for example, lottery operations are regulated by state law. Lottery tickets are sold by licensed dealers who must be certified by the state to sell them. In addition, some states prohibit the sale of online lottery tickets. While in Laos gambling is illegal, there are Special Economic Zones throughout the country where casinos can operate legally. These casinos accept players from Laos and offer a variety of casino games. The most popular among these are roulette and poker. In addition to land-based casinos, there are numerous offshore online casinos that accept players from Laos.

Lottery officials in Laos are rigging the national lottery game to avoid large pay-outs, sources in the communist nation say. Drawings, which take place three times a week, often show numbers that disappear from purchased tickets or are deemed unlucky. For instance, on Oct. 14 this year, winning number 509 mysteriously vanished from tickets bought throughout the day of the drawing, a source told RFA’s Lao Service.

A Finance Ministry official serving on the committee that oversees the lottery told RFA that there were changes made to address the questions raised about the integrity of the game. Vilasack Phommaluck said he did not know about any attempts by the lottery company to block certain numbers or manipulate the results, but he said other changes could be made to help restore faith in the game. These might include cutting the drawing back to once a week. He said this might also make it easier to monitor the results and prevent shenanigans.
