Laos Lottery Officials Rig the System

Lottery officials in communist Laos are rigging the national lottery, manipulating winning numbers to avoid large pay-outs, sources in the Southeast Asian nation tell RFA’s Lao Service. Drawings in the national lottery, which take place three times a week, often show numbers that vanish from purchased tickets or are deemed unlucky and unlikely to be chosen, a source in the capital Vientiane told RFA’s Lao Service. For instance, the winning number 509 on Oct. 14 this year appeared only as 5 on tickets sold throughout the day of the drawing after large numbers of Lao buyers sought to buy tickets including the coveted number.

The Lao deputy finance minister and state lottery supervisor Sila Viengkeo, speaking to RFA’s Lao Service on condition of anonymity, defended the lottery system and denied that it was being rigged. He said the office of prime minister Thongloun Sisoulith had sent a directive on Aug. 17 requesting the Ministry of Finance, which oversees the legal state lottery, to work with other agencies to improve transparency in the process. He added that informal football lotteries and lottery chances bought via mobile phone short messaging services would be closed down.

The Laos Lottery is a state-run lottery in which participants can enter for a chance to win one of the several different prizes offered each month. The games are available online as well as at the national headquarters in Vientiane. The prize pool is estimated to be around USD$2.4 billion per year. In addition to the main jackpot, there are various mini-prizes and other special promotions for lottery members.
