The numbers that appear on purchased tickets often vanish before the actual drawing, and the winning number of 509 on Oct. 14 this year appeared only as a 5 on purchased tickets throughout the day of the drawing, despite many buyers seeking to choose that number, a source said. The government should resume responsibility for the lottery, the source added. It is not clear how much the private business interests pay for their stake in the national lottery.
