As a result, the junta is often accused of rigging the system and manipulating the winning numbers in order to avoid large pay-outs. For example, the winning number in the Oct. 14 drawing was 509, which disappeared from all purchased tickets but reappeared on tickets purchased later in the day, a source told RFA’s Lao Service. This is just one of several examples in which the number has changed after being announced as the winning prize, RFA’s source added. Lao authorities have denied the allegations.
