Laos Lotto Results are announced every week, drawing widespread interest and scrutiny. But more and more people are questioning the legitimacy of Laos’ state-run lottery, which has been accused of manipulating winning numbers. A recent drawing showed some numbers on purchased tickets appearing only as fives; even 09 – believed by many in Laos to be unlucky – appeared only as five. According to RFA’s Lao service, a lottery salesman claimed that company running it could access information regarding what numbers people choose which allows it to manipulate the system accordingly.

Lotteriey officials have also been accused of selling chances on soccer matches and engaging in other unlawful gambling activities, despite gambling being generally illegal in the country. As a result, the Office of the Prime Minister issued a directive to the Ministry of Finance – who oversees the legal state lottery enterprise – asking it to work with other ministries on better regulating this problem. According to this directive drawings must be reduced from two weekly to one each week with winnings handled more transparently and to crackdown on informal football lotteries or those operating through short messaging services or informal football lotteries that offer chances.

Laos has an exceptionally high rate of gambling addiction, and officials are working to address it. The state-owned Lottery Enterprise holds lotteries four times weekly as well as offering scratch lottery cards that require customers to scratch off stickers in order to reveal a number. As a response to public concerns about frequent scratch lottery draws and too many lotteries each week being issued by officials, frequency for both scratch lottery tickets was reduced as well as number issued each week.

Laos’ lottery operator has a history of corruption and abuse that has resulted in widespread public discontent. Laotian business interests with stakes in its operation include members of Laos’ ruling elite; one former president’s wife was even sentenced for corruption-related acts at one point. Furthermore, its managers maintain strong ties to senior government officials.

Laos Lotto winner Xia Rattanakone plans to donate part of her prize money to those who cared for her when she was an orphan during turbulent 1960s and 1970s Laos, including adoptive families as well as returning to her birth country to search for relatives she may never met before being adopted by an American family. She says she also plans on traveling back home soon in search of any that may remain.
