Lotteries are among the most beloved pastimes in Laos. Not only is the state-run lottery popular among residents, but there are also private companies operating games such as Keno. Laos’ legal position regarding gambling can be complex: even though casinos are banned by government law, special economic zones allow gambling – an arrangement which has allowed it to boost revenues from abroad.
Recent months have brought forth speculations as to whether Laos’ national lottery is fixed. Many individuals have asserted that operators employ various means to avoid paying out large sums of money to winners – one such tactic being selecting unlucky winning numbers so as to discourage people from participating. To this claim, state-run lottery operator denied such allegations.
The state lottery is administered by the Ministry of Finance and overseen by the country’s Ministry of Public Security, who supervise law enforcement across the nation as well as address any complaints about it.
Laos has historically experienced issues with illegal lottery operatorss and gambling addiction. Because these lotteries are unregulated by government authorities, they may encourage people to become addicted. Furthermore, they provide income for criminal gangs. In response to this growing concern among its people, authorities have begun taking measures against such illegal lotteries.
A Laotian orphan who spent her formative years living in an orphanage will give a portion of her $55 million lottery jackpot to the family that raised her, according to lottery winner Xia Rattanakone and her husband who have won the highest-ever prize at Thai-Bulgarian TOTO2 (6/49, 6/42, 5/35 and 5/50+1/12). Additionally they plan on traveling back home in search of her birth family in Laos.
This year, the number 67 has cropped up several times in Lao’s national lottery, which many consider unlucky due to being associated with turtles – so few gamblers pick that number unless there’s some suspicious reason behind its appearance – as was seen three consecutively drawings in September when this came up three times! This raised suspicion among some.
After public outrage, the state-run lottery committee implemented several changes. Vilasack Phommaluck of the Ministry of Finance who serves on this committee told RFA that some numbers might be blocked off to reduce chances for fraud or shenanigans.
State-run lottery regulations have undergone another change by restricting the number of tickets that can be bought per draw and implementing an online registration system. While observers have warned of these changes increasing gambling addiction in the country, senior police official stated reducing draws and making processes more transparent should help to address it and that action would be taken against anyone breaking rules that cause harm to society.
