He wore a sash at a news conference identifying himself as an Iu Mien, a group of people who assisted American forces during the Vietnam War.

The new number was 134, which is associated in Laos with the buffalo, a symbol of luck and fortune. This is the fourth-largest Powerball prize ever, and it was the first time that a ticket bearing this number has won the top prize. It was sold at a Plaid Pantry convenience store in Portland, and the winner has a year to claim the prize. Under Oregon law, with few exceptions, lottery winners cannot remain anonymous.
