Lotteries online are a form of gambling in which numbers are drawn to determine the winners of prizes. In some countries, lottery games are legal, and winnings may be taxable. Other countries prohibit their legal operation or limit the number of winners. Nonetheless, there are a number of companies that offer lottery-style games on the Internet. These include instant scratch card sites, keno, and video lottery terminals (which are like slot machines). The largest company is GTech Corporation, which operates approximately 70% of worldwide online lottery business.

In the United States, state governments regulate lottery operations, while in Canada they are federally mandated. Many states sell a variety of games including scratch-off tickets, sports and entertainment events, and horse racing. The national lottery is also common in Europe, where some countries use it to fund education systems.

Laos is one of several countries with an opaque state lottery system. Private business interests that run the country’s national lottery are connected to members of the ruling elite, RFA’s Lao Service learned. The government has been accused of manipulating lottery drawings to avoid large pay-outs. Drawings are often shown to have fewer winners than expected, and the winner numbers can mysteriously disappear from purchased tickets before the results are announced.

In Laos, the government has taken steps to improve transparency, but critics are concerned that its efforts do not go far enough. The office of the prime minister issued a directive requiring the ministry that oversees the country’s legal state lottery to work with police to better manage the problem. The directive stated that drawings must be reduced from two to one a week and that winners will be handled in a more transparent manner. In addition, it ordered that informal football lotteries and lottery chances bought through short messaging services be shut down.

In Canada, there are four nationwide lotteries: Lotto 6/49, Lotto Max, Daily Grand, and Millionaire Life. They are administered by the Interprovincial Lottery Corporation, which is comprised of five regional lotteries that are owned by provincial/territorial governments: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, Newfoundland and Labrador), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, and British Columbia). In addition to the national lotteries, there are dozens of privately run, non-government operated lotteries in the country.
