Business interests connected to the ruling elite also control the lottery, the sources say. They pay the state for a license to manage the lottery and receive payments from ticket sales. But there is no transparency about the lottery’s operations or how much it costs to operate, they add. And the government does not inspect the lottery to verify that it is being properly managed.
