Despite gambling being illegal in Laos, private business interests are rigging the country’s legal state lottery drawing system, sources tell RFA’s Lao Service. The drawings, which are held three times a week, often show numbers that appear only on purchased tickets for a short period of time and then vanish. The number 509, for example, appeared on many tickets for only about a half-hour before being shown as the winning number in the Oct. 14 drawing.
Huong, a single mother in Saigon, sells lottery tickets for a living. She starts her day at 5 am and has a small breakfast of rice and vegetable soup before striving around the streets of the city for 16 hours. Depending on how well she sells, she makes between 230 000 VN-Dong ($10 US-Dollars) and 300 000 VN-Dong (US-$16 US-Dollars). The money is enough to survive, but not much more. She and her husband Manh have a baby on the way and need to save for their future. This is why they chose to sell lottery tickets rather than to beg on the street. Besides, begging is socially detested in Vietnam. Moreover, selling tickets is less risky. For them, it is better than being broke as a beggar and having to ask for money from neighbors or friends. It is the only way they can make ends meet. In addition to their Lotto ticket sales, they earn a small profit from a stall that sells traditional Vietnamese rice dishes and beverages. In order to earn more, they are working even harder than before to sell more tickets. However, their work is not easy as they have to compete with other stalls that are selling lottery tickets as well as hawkers of traditional Vietnamese rice dishes and drinks.
