For example, the number 509 in a recent lottery drawing appeared only as 134 on tickets sold throughout the day of the drawing, and was changed to 662 just 10 minutes before the draw.
The lottery is controlled by business interests that include members of the ruling elite, sources say. They pay the government a fee for a concession to run the lottery, but the public is not told how much they earn. A state official who spoke to RFA on condition of anonymity defended the lottery system, saying that Lao companies involved are responsible for paying their fee and that the government supervises their work. The official also said the company that operates the national lottery in Laos has never been accused of corruption. Nevertheless, he said the company should be subject to inspection by the state and should be brought under better control.
