Its new directive requires the Ministry of Finance, which oversees the country’s legal state lottery, to work with the Ministry of Public Security to manage the problem. It has also ordered the state lottery to reduce the number of drawings to just two a week and close its scratchcard lottery, and it warned that informal football lotteries and lottery chances sold by text messages will be closed down.

According to the state-run Lao News Agency, the new directive was issued on Aug. 17 by the office of Prime Minister Thongloun Sisoulith. It requires the state lottery to work with the Ministry of Public Security and make its operations more transparent. It also prohibits the purchase of tickets by short messaging service, and says that it will punish those who violate its rules.

On good days, Huong sells up to 250 lottery tickets a day and earns 230 000 VN-Dong (about 10 US-Dollars). On bad days, she only makes 180 tickets. For her and her husband, selling lottery tickets is the only way to support themselves. They don’t want to beg, as they feel it is socially unacceptable.

Currently, Canada has four nationwide lotteries: Lotto 6/49, Lotto Max, the Daily Grand, and Millionaire Life. The prize pool for these lotteries ranges from around $1.6 billion to over $8.3 billion annually. The top prize for the Lotto 6/49 is around $18 million.

In addition to the national Lottery, there are several provincial and territorial lotteries in Canada. These are operated by the Interprovincial Lottery Corporation, a group of five provincial/territorial lotteries: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, and Newfoundland and Labrador), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, and Yukon), and British Columbia Lottery Corporation (British Columbia). Each of these has its own website and is licensed to offer certain types of lottery games.
