Traditional lotteries are played through local outlets, including retail stores and gas stations. In addition, some jurisdictions allow the sale of tickets through the mail. The US patent office has granted a number of lottery-related inventions, including instant tickets and video lottery terminals, which are similar to slot machines.

This is especially true in Saigon, where social security systems are not yet able to handle the amount of people living below the poverty line. These people are choosing to sell lottery tickets rather than engage in the socially detested act of begging on the streets. On a good day, a lottery ticket seller can make up to 230 000 VN-Dong (10 US-Dollars), which is enough to keep them and their families alive. But on a bad day, they can lose everything.
