These lotteries are operated by the Interprovincial Lottery Corporation, a consortium of the five regional lottery commissions owned by each provincial/territorial government: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island and Newfoundland and Labrador), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario) and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Yukon and Northwest Territories).

A growing number of states have legalized keno and video lottery terminals, which are similar to slot machines in appearance. In some cases, the tickets are sold at retail outlets such as grocery stores and gas stations. The games are usually played in conjunction with a drawing, where the winning numbers are announced by a live announcer over the telephone or television. In some jurisdictions, the winner is required to be present at a drawing to claim the prize money.

In the communist country of Laos, officials are accused of rigging the national lottery to avoid large pay-outs, according to sources interviewed by RFA’s Lao Service. Specifically, these sources said that the official lottery website recently had access to a certain number blocked all day and was mysteriously restored an hour before the actual drawing took place. In addition, the winning numbers from previous drawings were changed to numbers that were less likely to win the jackpot. This lack of transparency has angered citizens and led to some protests. The government has responded by sending a directive on Aug. 17 asking the ministry overseeing the state lottery to work with other ministries to better manage the issue.
