In an attempt to solve the problem, the office of Prime Minister Thongloun Sisoulith sent a directive on Aug. 17 requesting the Ministry of Finance, which oversees the state lottery, to work with the ministry of public security to better manage the lottery system. It also ordered that the number of drawings for the state lottery be reduced from two to one per week, and that winnings be handled in a more transparent manner. A state lottery official told RFA that the directive would be strictly enforced. The official added that businesses with stakes in the state lottery have links to members of the country’s ruling elite. He declined to be identified.
