In the United States, state-run lotteries are legalized and operated by state governments. These lotteries are regulated by the state’s gaming commission and generate revenue for public education systems, public health and social welfare programs, and more. In some cases, the revenue generated by the state lotteries is used to provide scholarships for low-income students.

The National Lottery in New Zealand is controlled by the government through an autonomous Crown entity, Lotto New Zealand. International Lottery in Liechtenstein is an international, nonprofit, tax-exempt organization that pioneered Internet gaming and operates the world’s first online lotteries. Lottery officials in the communist country of Laos are rigging the system, manipulating winning numbers to avoid large pay-outs, sources say. Drawings in the nation’s lottery, held three times each week, sometimes show numbers that vanish from purchased tickets or are deemed unlucky and unlikely to be chosen, one source told RFA’s Lao Service. For example, on Oct. 14 this year, the winning number 509 appeared only as 5 on tickets sold throughout the day of the lottery’s scheduled drawing, while access to the number was restored 10 minutes before the drawings were to begin.

The Laos lottery is overseen by the ministry of finance and has been in existence since 1967. Prizes are in the form of silver bars, and the winning numbers are announced during a live broadcast on TV. In addition, informal football lotteries and the sale of lottery chances by text message are common in Laos. The lottery’s success has prompted some officials to attempt to ban the games, but so far this has not been successful. The government has urged people to be responsible in their gambling activities, and a number of measures have been put in place to combat the problem. These include limiting the number of state lottery drawings to just one per week and closing down the informal sports lotteries. The government has also stepped up its efforts to monitor the activities of those who buy and sell the tickets. This has led to an increase in the number of arrests.
