Laos has had a state-run lottery since 1994. The state-owned Loterias y Apuestas del Estado is considered the largest lottery in Europe, with top prizes of up to EUR2.4 billion. In addition to traditional lotteries, Laos has a growing market for instant games and keno machines. The state-owned lottery company distributes the profits of these games to the public education system, among other things.

Despite the state’s efforts to curb illegal lottery activities, some people continue to buy and sell tickets through social networks and short messaging services. The office of Prime Minister Thongloun Sisoulith issued a directive on Aug. 17 urging the Ministry of Finance to work with the police to better manage state-run lottery operations. The directive calls for a reduction in the number of drawing sessions to one per week and for a change in the way that winners are announced. It also prohibits the sale of lottery chances purchased through short messaging services. This directive comes after an alleged lottery scam in which the winning number 509 appeared only as 5 on tickets sold throughout the day of the drawing on Oct. 14. This number is associated with the buffalo, a symbol of good luck, RFA’s Lao Service was told.
