Lottery winnings in the country are not taxed, and proceeds from the games support charitable projects and organizations domestically and internationally.

Most of the world’s lotteries are operated by governments, although some are run by independent operators. The largest is the Spanish national lottery, Loterias y Apuestas del Estado, which has prize pools of more than EUR2.4 billion annually. Other large lotteries include the Canadian provincial lotteries operated by the Interprovincial Lottery Corporation, and the Australian national games operated by Tatts Group.

The Laos state lottery has become the target of corruption allegations, prompting authorities to make sweeping changes in its operation, sources told RFA’s Lao Service. On Aug. 17, the office of Prime Minister Thongloun Sisoulith sent a directive to the Ministry of Finance, which oversees the country’s legal state lottery, to work with the Ministry of Public Security to improve the system. Drawings from the state lottery will now be reduced from two to one per week, and winnings handled more transparently, the directive says. In addition, informal football lotteries and lottery chances purchased via short messaging services will be shut down. The directive was sent to the Ministry of Finance after complaints from local residents and businesses that the state lottery has been abused by corrupt officials.
