She plans to use some of her winnings to help her children with their studies and to build a house. She also wants to take her family on vacations to South Korea, Japan and Vietnam. The 33-year-old is now inundated with messages, calls and text messages from friends, family and strangers congratulating her on her victory.

A Lao state official speaking on condition of anonymity said the business interests behind the national lottery are linked to members of the ruling elite, and that he hopes the government will resume control of the lottery. He added that the companies pay a large amount of money each year to maintain their concession but no one inspects their operations. “The government should take back control of the lottery because it should be 100 percent managed by the government,” he said.
