Laos has its own state lottery run by the National Lottery Enterprise under the name of TOTO. However, lottery tickets based on foreign countries such as Vietnam, Thailand, China and Korea are sold in Laos illegally even though they are legal in those respective countries. The Minister of Finance Bounchom stated that the government has a committee to deal with these illegal lotteries. However, he said that more investment is needed to develop a system to trace those who are selling these tickets.
