While the rigged system is not known to have been a major cause of low lottery sales in recent years, the practice is certainly contributing to the decline of the industry, the source added. In fact, the government is now considering a bill that would require lottery companies to publicly disclose the names of their directors and managers.

The lawmaker urged authorities to tackle illegal lotteries, which lure people into habitual betting. In Canada, before 1967 buying a lottery ticket was illegal. But in that year, the Liberal government introduced an omnibus bill to bring up-to-date some of the country’s outmoded laws. The bill was sponsored by then Minister of Justice Pierre Trudeau.

In the city of Saigon, Huong and her husband have a hard time making a living selling lottery tickets. They have to work 16 hours a day and spend half their income on food. On good days, they can sell up to 250 tickets a day. They have a small breakfast of rice and vegetable soup before they go out into the streets.

They hope to retire in Oregon, where the prize is worth more than $1.3 billion after taxes. If they win, they will have to choose between a lump-sum payment and annuity payments over 30 years. The lump-sum option would leave them with about $621 million before paying taxes.
